The mandate is live

Since January 1, 2026, all Belgian VAT-registered businesses must send and receive B2B invoices via the Peppol network. There are no size exemptions. Non-compliance carries administrative fines.

Key facts

Effective January 1, 2026 — the mandate is already in force
Scope All domestic B2B transactions between Belgian VAT-registered businesses
Network Peppol is the required delivery network — PDF alone is not sufficient
Penalties €1,000 first offense, €5,000 for subsequent non-compliance

EN 16931 compliant invoices

Every invoice Invoxo generates meets the EN 16931 European standard — the format required by the Belgian Peppol mandate.

Peppol network delivery

Invoices are delivered directly via the Peppol network to your client. No manual file exchange, no portal uploads.

EU VAT automation included

Belgian BTW rates, reverse charge for cross-border B2B, and VIES validation — handled automatically alongside Peppol compliance.

How it works

Create your invoice in Invoxo, and it handles the structured format and Peppol delivery automatically.

1) Create your invoice

Enter your client details and line items as you normally would. Invoxo captures all the structured data the Peppol format requires.

  • ✅ Belgian VAT numbers validated
  • ✅ Correct BTW rate applied automatically

2) EN 16931 format generated

Invoxo converts your invoice into the EN 16931 structured format (Peppol BIS Billing 3.0) — the standard required by Belgian law.

  • ✅ Machine-readable structured data
  • ✅ PDF generated alongside for your records

3) Delivered via Peppol

The structured invoice is sent directly to your client through the Peppol network. No email attachments, no portal uploads.

  • ✅ Delivery confirmation tracked
  • ✅ Compliant with the Belgian mandate

4) Audit-ready records

Every invoice, its structured format, delivery status, and VAT treatment are saved. When your accountant or the FOD asks, you have everything.

  • ✅ Complete audit trail
  • ✅ Export-ready for your accountant

What changes for Belgian businesses

The mandate changes how you send invoices, not how you run your business.

Before the mandate

  • PDF invoices sent via email
  • No required format standard
  • Manual data entry by your client
  • No structured delivery confirmation

After the mandate

  • ✅ Structured invoices via Peppol network
  • ✅ EN 16931 format required for B2B
  • ✅ Automatic processing by your client
  • ✅ Delivery tracked and confirmed

What stays the same

  • ✅ B2C invoices are not covered by the mandate yet
  • ✅ Your accountant still handles VAT filings and bookkeeping
  • ✅ Cross-border invoices follow existing EU VAT rules
  • ✅ You still control your pricing, payment terms, and client relationships

Peppol E-Invoicing Belgium – Common questions

Is this mandatory for my business?
Yes. Since January 1, 2026, all Belgian VAT-registered businesses are required to send and receive B2B invoices via the Peppol network. There are no size exemptions — the mandate applies regardless of company size or turnover.
What about B2C invoices?
B2C invoices are not covered by the Belgian e-invoicing mandate. The requirement applies only to domestic B2B transactions between VAT-registered businesses. You can continue issuing B2C invoices as before.
What about invoices to or from other EU countries?
The Belgian mandate covers domestic B2B invoices. Cross-border e-invoicing will be addressed by the EU ViDA regulation, expected around 2030. Invoxo handles both scenarios — Peppol for Belgian B2B and correct EU VAT treatment for cross-border invoices.
What format does Invoxo use?
Invoxo generates invoices in Peppol BIS Billing 3.0 format, which is compliant with the EN 16931 European standard. This is the format required by Belgian law for B2B e-invoicing.
Can I still send PDF invoices?
PDF invoices alone are no longer valid for Belgian domestic B2B transactions. You must send a structured invoice via the Peppol network. Invoxo generates both — the structured Peppol invoice for compliance, and a PDF for your own records.
What are the penalties for non-compliance?
Administrative fines start at €1,000 per offense for first-time violations and increase to €5,000 for subsequent non-compliance. Ensuring your invoicing process is Peppol-compliant avoids these penalties entirely.

Disclaimer: Invoxo supports common EU invoicing workflows. For complex scenarios, confirm requirements with your accountant.
